Cornelia (Connie) Wilson-Hunter is a Senior Advisor to The Wicks Group, PLLC. Connie recently completed a long career with the US Department of Transportation (DOT) that included managing the "Safe Skies for Africa" program and serving as a Senior International Transportation Analyst for all modes of transportation. She also served as a DOT Congressional Liaison for Aviation.

Connie’s portfolio at DOT included collaboration with senior officials from US and foreign governments, representatives of the US domestic and foreign transportation industry, and non-governmental organizations. She formulated broad-based US policies regarding transportation, trade, facilitation, and technical assistance and worked to build support for further implementation of international aviation safety and security standards.

As manager of the DOT Safe Skies for Africa program, she was responsible for planning, arranging, and negotiating guidance and instructions for US government agencies and aviation stakeholders involved with the program.

At TWG, Connie provides her DOT and African aviation expertise to The Wicks Group PLLC’s attorneys as relevant client matters arise, while also working directly on projects for TWG Consulting.

Representative Experience

  • Formulating and coordinating US aviation policy in Africa at the highest levels of government, including the White House and National Security Council
  • Serving as team lead for government-to-government meetings in Rwanda, South Africa, Kenya and Nigeria
  • Representing the US in numerous international forums and meetings, including the Africa Growth & Opportunity Act Forum, Office of the US Trade Representative (USTR) Trade and Investment Framework Agreements (TIFA) discussions, and ICAO Steering Committee meetings for the Africa Comprehensive Implementation Plan (ACIP)
  • Assisting the Cabo Verde civil aviation authority with preparing for an FAA IASA audit, including strategies for securing sufficient operating funding and grant support for needed technical assistance, and provided project management support
  • Advising an Angolan aviation company on options for obtaining technical assistance for the civil aviation authority and flag carrier regarding compliance with international safety standards
