Since August 2021, The Wicks Group, LLC (TWG) has been providing extensive on-the-ground and remote assistance to aid the Autoridade Nacional da Aviação Civil (ANAC) of the Republic of Angola in preparation for an audit conducted by the International Civil Aviation Organisation (ICAO) pursuant to their Universal Safety Oversight Audit Programme (USOAP).
ICAO auditors were present in Angola between the 30th of November and the 12th of December, 2022, to assess the Republic of Angola’s compliance with its safety oversight obligations as a Member State. TWG was on site to support ANAC during the preparation for the audit and throughout the duration of the audit. TWG is proud to report that the preliminary results of the audit indicate that the Republic of Angola has achieved a higher-than-average score for the region.
According to the preliminary results of the ICAO audit, the Republic of Angola achieved an effective implementation score of 63.62%, higher than the regional average of the 24 countries in the South and East Africa region (ESAF), which is 57.1%. The Republic of Angola also achieved a result higher than the Abuja African target of 60%.
ICAO assigned a positive note with regard to the structural reforms that have been implemented in the civil aviation subsector, the review of the legal framework and civil aviation regulations, the creation of ANAC and the National Institute for Investigation and Prevention of Transport Accidents (INIPAT), the transformation of Nacional de Exploração de Aeroportos e Navegação Aérea (ENANA-EP) and Sociedade Gestora de Aeroportos (SGA-SA), the restructuring of TAAG (Angola’s flag-carrier airline), and the certification of Luanda International Airport.
TWG is proud to have assisted with many of these reforms.
